This is a 1929 Ford Model A roadster pickup "Hot Rod." This vehicle is an actual 1940s-era hot rod that was built in 1942 by a famous southern California hot rodder. It was subsequently raced on the dry lakes around SoCal and kept in the builder's ownership until 2011. This is exactly what an early hot rod was like before and immediately after WWII. It has a full-race flathead V8 engine and runs and drives perfectly.
